Why are quotes sealed for 30 minutes?

When you post a need, the quotes stay sealed for up to 30 minutes, then you see them all together, in random order. They open sooner if every business it was sent to has already answered.

This keeps it fair: a business that is busy with a client can still answer, and nobody wins just by being the fastest (or by using a bot).
